The programme has been slammed by different human rights organisations and the Democratic Alliance (DA) has threatened to report the matter to the South African Human Rights Commission (SAHRC).
But the UThukela municipality mayor Dudu Mazibuko defends the initiative. She says it’s an age-old practice that has existed in the Zulu culture for decades. The DA believes the programme should be investigated.
